Best Dog Insurance in Germany

How dog health insurance works in Germany in 2026 - surgery-only cover versus full cover, the veterinary fee schedule (GOT) and why the reimbursed rate matters, what Stiftung Warentest tested, and what to check before you sign.

Best Dog Insurance in Germany

This guide covers the German market. Prices are in euros and the rules reference the German veterinary fee schedule (GOT). If you’re in the US, start with our US pet insurance comparison instead.

In Germany the choice is less about the brand than about two things: the type of cover - surgery-only (OP-Versicherung) or full health cover (Krankenvollversicherung) - and the rate of the veterinary fee schedule the policy reimburses. Get those two right for your dog and your budget, sign up before anything is in the vet’s records, and compare the remaining details with an independent test rather than a ranking like the one this page used to carry.

Not financial or insurance advice

This is a reading guide to what insurers publish about their plans - not financial or insurance advice. Prices, limits and exclusions change and depend on your pet, where you live and the date; the policy document is what counts. Read the sample policy and get a quote from the insurer before you buy.

We have not tested German insurers and do not rank them here. For tariffs compared against each other, the independent source is Stiftung Warentest, whose latest test is described below. What this guide gives you is how the system works and what to look for.

Three kinds of dog insurance in Germany: surgery-only cover (operations and the care around them), full health cover (also treatment without an operation), and dog liability insurance (Hundehaftpflicht, which covers damage your dog does to others). Liability cover can be compulsory - each federal state sets its own rules, so check the dog law of the state you live in. This article is about health and surgery cover.

How Vet Bills Work in Germany: the GOT

German vets do not set prices freely. They bill under the Gebührenordnung für Tierärzte (GOT), and the Federal Chamber of Veterinarians explains the rules:

  • The current GOT has applied since 22 November 2022.
  • For each service the vet may charge anywhere between the single and the triple rate (1× to 3×), depending on difficulty, time and circumstances, and may not go below the single rate.
  • In the emergency service the range is the double to the quadruple rate (2× to 4×), plus an emergency fee of 50 euros.

This is why the reimbursed rate is the first thing to read in a policy. A tariff that pays only up to the 2× rate leaves you with the difference whenever a clinic bills higher - and a night-time emergency can be billed at up to 4×.

Surgery-Only or Full Cover?

Surgery cover (OP-Versicherung) pays for operations and the examinations and aftercare connected with them. It is the cheaper product and covers the bills that are hardest to pay at once.

Full health cover (Krankenvollversicherung) also pays for treatment without an operation - diagnostics, medication, ongoing illness - and, depending on the tariff, some preventive care. It costs considerably more.

A rough guide to choosing: if your worry is the single large bill, surgery cover addresses it. If your dog’s breed is prone to chronic problems - our dog breed profiles list the typical risks, and breeds such as the French Bulldog and the Pug are examples - the costs are spread over years of treatment, which only full cover reaches.

What an Independent Test Found

Stiftung Warentest tested dog surgery insurance in a report dated 16 April 2025: 121 tariff variants, assessed on 60 points. Its headline price finding was that very good offers cost between 216 and 403 euros a year, and that a young small dog is cheaper to insure than an older Labrador. Full health cover was not part of that test.

The insurers it names include Agila, Barmenia, LVM and Uelzener. Other companies selling dog health or surgery cover in Germany include Allianz, Petplan, HUK-Coburg, DA Direkt and Helvetia. We list them so you know where to ask for quotes, not as a ranking.

What to Check in a Tariff

These are the points Stiftung Warentest uses, and the ones worth reading in any offer.

1. The GOT rate reimbursed

Up to which rate does the tariff pay - 2×, 3×, 4×? Does the higher rate apply only in the emergency service or always?

2. Waiting periods

Cover does not start on the day you sign. Ask how long the wait is for illness and for operations, and whether accidents are covered from the start.

3. Annual maximum

Is there a yearly limit, and does it rise over the first years of the contract? One operation can use up a low limit.

4. Deductible (Selbstbeteiligung)

A percentage of each bill, a fixed amount per year, or none. A deductible lowers the premium and raises your share of every claim.

5. The insurer’s right to cancel

Can the insurer end the contract after a claim? A tariff in which the insurer waives its ordinary right to cancel protects a dog that develops a chronic illness.

6. Exclusions

Pre-existing conditions are excluded as a rule. Look also for breed-specific exclusions, dental treatment, and whether diagnostics such as MRI and CT are covered.

7. Age rules

Many tariffs have a maximum age for new contracts, and premiums rise with the dog’s age. If you are insuring an older dog, ask this first.

What It Costs

The one sourced figure is Stiftung Warentest’s range for very good surgery tariffs, quoted above. Beyond that, a premium depends on breed, age at signing, the deductible and the scope of the tariff, and full cover costs considerably more than surgery cover. Get quotes for your own dog from several insurers with the same settings; a table of “typical” premiums would be invented.

For the other side of the sum, ask your vet what they charge, at which GOT rate, for the operations your dog’s breed is prone to.

When Insurance Makes Sense

Stronger case: a puppy or young dog with a clean record; a breed with known hereditary problems; a large dog; an owner for whom a bill of a few thousand euros would be a real problem.

Weaker case: a dog that already has chronic conditions, since those would be excluded; a very old dog, where enrollment is difficult and premiums are high; an owner with ample reserves who prefers to carry the risk.

Insurers price to make a profit, so over a healthy dog’s life you will usually pay in more than you get back. What you buy is protection against the expensive exception.

Switching Insurers

When you move to a new insurer, conditions that appeared under the old contract count as pre-existing under the new one. Switching rarely pays for a dog with any history. If you do switch, have the new contract confirmed in writing before you cancel the old one. More on the principle in Pet insurance and pre-existing conditions.

Frequently asked questions

Do I need dog health insurance in Germany?

No. Health and surgery cover are voluntary. Liability insurance is the one that can be compulsory, depending on your federal state and your dog.

What’s the difference between surgery cover and full cover?

Surgery cover pays for operations and the care around them. Full cover also pays for treatment without an operation.

Can I insure a pre-existing condition?

As a rule, no. Conditions known before the contract starts are excluded.

When should I insure my puppy?

As early as the insurer allows: premiums are lowest and nothing is pre-existing.

Do insurers reject older dogs?

Many tariffs have a maximum age for new contracts. Ask each insurer; the limits differ.

Are all operations reimbursed?

Only medically necessary ones. Cosmetic procedures are not covered.

What should I ask my vet for?

An itemised bill showing the GOT positions and the rate applied. It is what the insurer needs, and it lets you check the bill against your tariff.

Is a higher deductible worth it?

It lowers the premium and raises your share of every bill. Compare the yearly premium saving with what the extra share would cost you on one large operation.

How does the GOT rate affect what I pay?

If the clinic bills at a higher rate than your tariff reimburses, you pay the difference. In the emergency service the legal range goes up to the quadruple rate, so a tariff limited to the double rate can leave a large gap exactly when the bill is largest.

Summing up

Decide first between surgery cover and full cover. Then read the reimbursed GOT rate, the waiting periods, the annual maximum, the deductible and whether the insurer can cancel after a claim. Use Stiftung Warentest for comparing tariffs, get quotes for your own dog, and sign up early - a puppy with an empty medical record gets the widest cover at the lowest premium.
